Domestic debt
Securing payment of State arrears to companies, a condition for their cash flow and for jobs.
State arrears to the private sector weigh heavily on company cash flow, particularly in construction, services and supplies to the administration. They hold back investment and threaten many jobs.
The 2025 supplementary finance act set aside CFA 500.9 billion to settle the State's debts to private companies: CNES is closely monitoring its actual implementation.
The budget context
The budget deficit is falling sharply, from 13.4% of GDP in 2024 to 7.8% in 2025, with a 5.4% target for 2026. This consolidation weighs on public procurement and company cash flow (IMF, 2026 draft finance bill). Public debt stood at 132% of GDP at end-2024.
What CNES asks for
- A clear timetable and respect for repayment commitments;
- Shorter State payment times;
- Greater visibility on public finances and procurement.
